While the proposal is primarily security-focused, mobility experts say that any EU-wide counter-hybrid protocol is likely to affect passenger and cargo screening procedures at airports and land crossings, especially in frontline states like Poland. The president also confirmed that the Commission will present legislation to create a European Security Council involving partners such as the UK, Norway and Ukraine. Such a body could harmonise emergency border-control decisions—an area where Poland has frequently exercised national prerogatives in response to migrant pressures from Belarus and Russia. For international employers, the speech signals a higher probability of short-notice transport disruptions triggered by security alerts. Travel-risk teams should review crisis communication channels and ensure assignees carry physical IDs, as digital wallets may not satisfy ad-hoc checks during heightened alert levels.
