Speaking just hours after the Government lodged its immigration bill, National Coalition Party parliamentary chair Jukka Kopra doubled down on the need for stricter criteria. In a press statement on 17 September, Kopra said foreign students must be able to “stand on their own feet without Finnish taxpayers’ support” and backed provisions that delay family-reunification until a student has spent one year in the country. Kopra also endorsed the introduction of a minimum language-proficiency requirement, arguing that insufficient Finnish skills trap many graduates in low-wage sectors and hinder integration. His comments reflect growing political pressure within the ruling coalition to curb social-welfare costs linked to immigration. University rectors were quick to reply that international degree students already pay tuition fees averaging €10 000 a year and bring an estimated €500 million in spending to the Finnish economy. Business associations fear that the rhetoric, combined with the pending law, could tarnish Finland’s image as an open innovation hub and complicate corporate recruitment in engineering, ICT and healthcare – sectors already facing acute labour shortages. Mobility teams should therefore monitor the parliamentary debate closely. Even if the bill passes unchanged, the political narrative may influence how case officers interpret “sufficient funds” or “realistic study plans” during application assessments this autumn.
