Regional Queensland fears backpacker ballot will devastate farm and hostel economies
Beyond the national peak bodies, regional voices are adding urgency to the backpacker debate. Far-North Queensland hostel owners and growers told ABC Capricornia on 18 September that the ballot system for Working Holiday visas threatens the viability of harvest operations and youth-oriented accommodation. Irish backpacker Fionnghuala Ni Fheinne and German traveller Philip De Broux said they might abandon plans to stay a second year because of the uncertainty and extra costs involved in entering the ballot. Hostel managers in Cairns report forward bookings down and staff planning on leaving earlier than expected, creating cascading staffing gaps in hospitality venues. Local banana and sugar-cane growers, who rely on WHMs for peak picking and packing periods, warn the ballot could coincide with an El Niño-related labour crunch. While the Pacific Australia Labour Mobility (PALM) scheme offers an alternative workforce, onboarding can take up to three months and incurs higher pastoral-care obligations. Queensland Tourism Industry Council CEO Brett Fraser called for a regional-impact assessment before implementation. Suggestions include setting aside a proportion of ballot slots for remote postcodes or adding tourism and hospitality to the list of sectors eligible for priority processing under Ministerial Direction 119. Mobility professionals managing placements in regional Australia should monitor upcoming departmental guidance on ballot mechanics and consider staggered start dates or PALM sponsorships to mitigate potential staff shortages in early 2027.
