Hong Kong opens mobile enrolment for new Huanggang ‘collaborative-inspection’ e-Channel
Hong Kong’s Immigration Department (ImmD) has switched on a key piece of digital infrastructure ahead of the imminent reopening of the Huanggang/Shenzhen border crossing. From the afternoon of 6 October the department’s HK e-Channel mobile app began accepting applications for the territory’s first "collaborative inspection and joint clearance" automated channel service. The system, announced in the Chief Executive’s 2026 Policy Address, will allow travellers to complete Hong Kong and Mainland China exit-entry formalities in a single biometric gate, dramatically reducing queuing time. Under the pilot phase, Hong Kong permanent residents aged seven or above who also hold a Mainland Travel Permit (Home Visit Permit) and have registered for the Mainland’s e-Channel may enrol remotely. Eligible users aged 18+ authenticate their identity through the government’s iAM Smart digital ID to complete enrolment in minutes; parents or guardians handle the process for minors. Mainland visitors with an Exit-Entry Permit and valid Hong Kong endorsement can enrol at on-site kiosks once the port opens. The redeveloped Huanggang Port has been fitted with 134 collaborative-inspection channels and 68 manual counters. Travellers present one identity document, pass three electronic gates and within seconds emerge cleared by both jurisdictions. A voluntary “Face Scan” option – effectively document-free clearance – is available to passengers aged 14 or above who opt in during enrolment. ImmD emphasised that passengers must still carry all valid travel documents in case of spot checks and that manual counters remain available. The department is publicising the scheme through enquiry hotlines, online tutorials and a dedicated webpage, while reminding cross-boundary travellers to download the latest version of the app before attempting to register. For multinational companies moving staff between Hong Kong and Shenzhen’s tech and manufacturing hubs, the upgrade promises faster, paper-light commutes once the port reopens later this month. HR and mobility managers should brief eligible employees to enrol early, test the app’s biometric function and retain physical permits as a back-up. The initiative is also a bell-wether for future co-located checkpoints in the Greater Bay Area, signalling that digital identity will underpin cross-border workforce mobility in the years ahead.
