Ottawa is asking Ukrainian nationals in Canada to grade its emergency immigration measures. A notice published 7 October 2026 states that Ukrainian temporary residents—particularly those who entered under the Canada-Ukraine Authorization for Emergency Travel (CUAET)—will receive email invitations to complete a 15- to 20-minute client-experience survey this month. Questionnaires will be offered in English, French, Ukrainian and Russian, and participation is voluntary. The federal government issued more than 225,000 CUAET visas between March 2022 and July 2024 and subsequently extended several on-the-ground supports, including open work permits and settlement funding. With many of those permits approaching expiry in 2027, IRCC says it needs direct feedback on service gaps, communication clarity and long-term intentions before deciding whether to wind down, tweak or replace special measures. For employers, the exercise is a barometer of program effectiveness. Ukrainian workers hired under CUAET open permits face looming questions about extension options, pathways to permanent residence and family-reunification rules. HR teams should monitor the survey results—expected early 2027—for clues on whether Ottawa will roll out streamlined extensions or transition pilots similar to past Hong Kong and Afghan pathways. The survey also serves a fraud-prevention purpose: IRCC warns clients to look for invitations sent from “noreply@cic.gc.ca” and URLs beginning with “ Any deviation could signal a phishing attempt, a reminder that scam activity targeting newcomers remains high.
