SAFEGUARD HMP 2026 Military Exercise to Cause Traffic and Access Restrictions in Prague 7, 9–14 October
Prague’s district authorities have issued a mobility advisory ahead of SAFEGUARD HMP 2026, a multi-agency military exercise scheduled for 9–14 October 2026. Centred on the Tokovo building in the Holešovice zone (Jankovcova 1518/2), the drill will involve the Prague Regional Military Command, the 111th Territorial Defence Battalion, Integrated Rescue Services and municipal utilities. Residents and commuters should expect intermittent road closures and increased movement of military vehicles, particularly during night-time convoy rehearsals on 11 and 13 October. While no live ammunition will be used, the exercise simulates protection of critical infrastructure and coordinated response to hybrid threats—scenarios that have gained prominence in NATO urban-security planning. Temporary security zones will be established around Tokovo; access will be restricted to building tenants with ID badges, and deliveries will undergo screening by military police. For expatriate employees living in Prague 7 or scheduled to attend meetings in the district, employers should factor in additional travel time and advise against parking on Jankovcova, Tusarova or adjacent streets after 20:00. Ride-hailing companies operating corporate accounts have been notified via the city’s smart-mobility platform and may implement surcharge pricing during peak exercise windows. International assignees unfamiliar with Czech civil-protection alerts will receive bilingual SMS messages if they have registered their foreign mobile numbers with local carriers—a service introduced after the 2021 Vrbětice-related evacuation drills. Companies should remind staff to keep phones switched on and carry photo ID; spot checks by military police are authorised under Section 34 of the Defence Act when an exercise is in progress. Although the drill focuses on domestic security, it highlights broader resilience considerations for global-mobility programmes, including contingency planning for sudden urban access restrictions. Facility managers with offices in Holešovice might use the week to test work-from-home protocols and verify that emergency-contact details for foreign employees are current.
