Alongside the new Bill, the Home Office updated the consolidated Immigration Rules on 8 October through Statement of Changes HC 584. More than 20 appendices — from the Visitor Rules to Skilled Worker, Government Authorised Exchange and Long Residence — have been amended. For business travellers the most immediate impact is on Appendix Visitor, which now aligns the list of visa-nationals with the latest risk assessments and expands the ‘Permitted Activities’ table. Certain short-term paid engagements in the creative industries now fall under PA7, and guidance clarifies documentary evidence for academics, creating a clearer pathway for conference speakers and researchers. Human-resources teams sponsoring overseas staff will note tweaks to Appendix Skilled Worker and Administrative Review that simplify eligibility wording and codify recent tribunal findings. Gurkha and Hong Kong military veterans discharged before July 1997 gain a dedicated route, reflecting long-standing political commitments. The Home Office stresses that these are largely technical changes, but legal advisers caution that failure to use the correct rule version could invalidate applications. Employers should review template offer letters, CoS wording and visitor-policy checklists to ensure compliance from today.
