Visitor-visa handbook overhauled: Erasmus+ activities and expanded business training now permitted
UKVI has published version 18 of its internal Visit Caseworker Guidance, marking the most substantial rewrite of the visitor-visa rulebook since 2024. The update—effective 8 October—adds a dedicated chapter on Erasmus+ visits, clarifies work-related training rules (known as ‘PA 7 activities’) and expands examples of permissible creative engagements. It also introduces a new escalation route via the National Immigration Casework Oversight Team (NICOT) for complex visitor scenarios. For corporates the headline change is confirmation that short-term participants in Erasmus+ exchanges can undertake classroom study and limited work placements without switching to a Student or Skilled Worker visa, provided activities last no longer than six months and are arranged through a recognised UK host institution. The guidance also broadens the scope of business-visitor training: overseas staff may now attend structured workshops that include “hands-on” elements, as long as these are incidental to their overseas role and the UK entity derives no direct economic benefit. Mobility managers should note the new requirement for caseworkers to check that any third-party sponsor providing accommodation or funding is “not in breach of UK immigration laws”. This is likely to increase document requests for letters of support or evidence of corporate good standing. HR teams arranging inbound training should therefore keep Companies House print-outs and sponsor-licence copies on file. The document further clarifies that visitors caring for elderly relatives during a holiday must demonstrate “proportionate arrangements” for professional care—closing a loophole that previously allowed quasi-residential care under the guise of tourism. Expect closer scrutiny at the border for travellers carrying medical supplies or care equipment. Finally, the quick-reference sections have been reformatted to help entry-clearance officers spot validity and suitability issues faster, which could translate into more on-the-spot refusals where supporting paperwork is incomplete. Businesses that rely heavily on the Standard Visitor route for short-term projects should circulate the updated rules and refresh invitation-letter templates immediately.
