Parliament publishes wave of new amendments to Immigration and Asylum Bill
The House of Commons Public Bill Committee has today (9 October 2026) released a 54-page amendment paper detailing more than 90 new proposals to alter the Government’s flagship Immigration and Asylum Bill. The amendments—labelled 22 to 112 and new clauses NC1 to NC31—span issues from appeal rights to the independence of the proposed Independent Immigration Appeals Authority (IIAA). Key opposition-backed changes seek to turn the IIAA’s aspirational duty to “aim to” be fair and efficient into a binding legal obligation. Others would delete provisions barring judicial review of IIAA decisions, while Conservative back-benchers have tabled language to toughen enforcement by prioritising the "prompt removal" of people with no right to remain. Government amendments, meanwhile, focus on tidying consequential references in older legislation and clarifying appointment processes for the new Professional Standards Officer. For global-mobility teams the stakes are high. The Bill would overhaul sponsor-licensing rules, fast-track high-skill visa refusals and introduce a two-tier right-of-appeal system. If opposition amendments restoring broader judicial oversight succeed, employers could face longer wait times for final decisions but benefit from clearer procedural safeguards that reduce litigation risk down the line. Conversely, enforcement-focused clauses could accelerate removals, raising the cost of non-compliance for firms that fail to keep meticulous right-to-work records. Policy watchers expect clause-by-clause scrutiny to resume next week, with a tight timetable to report back before the winter recess. Lobby groups from tech start-ups to care-home operators are already drafting briefings, aware that last-minute wording can materially affect business immigration strategy for years to come. Companies should engage now—via trade bodies or direct submissions—to ensure operational concerns such as processing times, salary-threshold flexibility and digital-status roll-outs are reflected. While the Bill’s final shape remains uncertain, today’s amendment dump signals an intensifying tug-of-war between competing visions of control and fairness in the UK immigration system. Mobility and HR leaders should track the Committee’s daily publications and be ready to update internal compliance manuals once the legislative dust settles.
