An Garda Síochána has activated a large-scale policing and security plan to protect the informal meeting of EU Development Ministers being held at Dublin Castle from 8–9 October 2026. The event forms part of Ireland’s current Presidency of the Council of the European Union and brings high-level delegations from all 27 Member States, the European Commission and several international organisations. Road closures on Castle Street and both Ship Street Little and Great took effect on Thursday evening and will remain in force until 31 December 2026 as the castle complex becomes the focal point for a rolling calendar of Presidency events. While Dublin Airport is expected to maintain normal flight operations, Garda motorcycle escorts and temporary “rolling” road blocks are scheduled around arrival and departure windows for delegations. Travellers heading to or from the airport—particularly along the M50 and Port Tunnel corridors—are advised to build extra time into their itineraries and monitor live traffic updates. The force has been liaising with Transport Infrastructure Ireland and public-transport operators to minimise knock-on delays for commuters and business travellers. In addition to traffic measures, the Irish Aviation Authority has issued Temporary Restricted Airspace (TRA) notices and Unmanned Aircraft System (UAS) geographical zones over the castle and conference hotels. Drone-detection technology is being deployed and any unauthorised flights will be investigated jointly by Gardaí and the IAA. For multinational companies moving executives into Dublin this week, the main practical implications are tighter perimeter checks at official venues, potential transfer delays between the airport and city centre, and a blanket drone ban that could affect media or construction surveys. Employers are being urged to circulate the Garda advice to visiting staff and to consider flexible meeting schedules or virtual participation where feasible. The operation underlines how Ireland’s rotating EU Presidency can trigger short-term but material constraints on mobility and logistics. Similar security footprints are expected at future ministerial meetings through December, meaning mobility managers should plan proactively for further intermittent disruptions.
