Canary Islands parliament urges revival of military ‘Noble Centinela’ operation against migrant smuggling
In a unanimous vote on 14 October, the Canary Islands regional parliament approved a non-binding motion calling on Madrid to reinforce aeronaval surveillance—including military assets—and to redeploy a version of Operation Noble Centinela, first used in 2006 to deter Atlantic people-smuggling. The text, sponsored by the Partido Popular, sets out six measures: stronger coordination among the Civil Guard, National Police, Spanish Navy and Frontex; enhanced cooperation with origin countries; faster identification and humanitarian reception; speedier returns for those without protection grounds; and sustained central-government funding to offset local costs. Vox supported most points but voted against provisions to expand reception capacity, insisting on “deportation first.” Although the motion is not legally binding, it adds political momentum to calls for a larger state presence as arrivals on the Atlantic Route have climbed again since September—more than 3,800 people have landed on the archipelago in six weeks. Businesses reliant on the Canary Islands’ freight and cruise sectors should anticipate possible naval exercises or patrol zones that could reroute commercial traffic temporarily. From a compliance perspective, the initiative, if adopted by Madrid, could lead to stricter embarkation checks at West African ports and quicker deportation proceedings in the islands, shortening the time migrants spend in local camps and reducing the risk of community tensions. Corporate mobility planners with operations in Las Palmas, Santa Cruz or offshore energy projects should track any deployment announcements, as military air-space restrictions can affect charter flights and heli-transfers.
