Federal Health Minister Marjorie Michel and Manitoba counterpart Uzoma Asagwara announced a proposed $6 million agreement that would expand the province’s Practice-Ready Assessment (PRA) program, enabling up to 90 internationally educated family physicians to begin work by 2029. The move responds to chronic doctor shortages in rural and northern Manitoba. Under the PRA model, foreign-trained doctors complete a 12-week clinical assessment and, if successful, receive a provisional licence that allows them to practise while completing further supervision. Manitoba says 81 percent of PRA graduates stay in the province five years after licensing. The federal cash will fund additional assessor training, clinical placements and orientation supports. The announcement dovetails with IRCC’s December 2025 creation of an Express Entry category specifically for physicians and the allocation of 5,000 extra PNP spaces for licenced doctors. Together, the measures form a multi-layered strategy: attract physicians through immigration, then integrate them quickly through streamlined credential recognition. For global mobility teams moving medical professionals, the expansion offers a clearer, faster path to full practice authority. Stakeholders should monitor final program criteria once the funding agreement is signed; Manitoba may prioritise candidates with Canadian clinical experience or those willing to serve in designated underserved communities. The initiative also signals Ottawa’s willingness to fund credential-recognition reforms beyond health care—Budget 2025 set aside $97 million over five years for broader foreign-credential action. Employers in other regulated occupations should watch for similar federal-provincial deals that could ease licensing bottlenecks.
