Union Home Minister Amit Shah on 13 June chaired the inaugural meeting of a high-level committee tasked with studying “abnormal demographic changes” linked to illegal immigration. Shah directed the panel—headed by former Supreme Court judge P. P. Naolekar—to visit border districts, metro cities and industrial zones within 90 days and produce an action plan to detect, detain and deport undocumented foreigners. The committee includes the Census Commissioner, senior retired civil servants and economist Dr Shamika Ravi. Its terms of reference range from analysing sudden shifts in religious or social composition to recommending permanent mechanisms for real-time population monitoring. The Home Minister emphasised that unchecked demographic change threatens “sovereignty, law and order and the preservation of tribal identity.” From a mobility standpoint, the panel’s work could translate into stricter employer-sanction regimes and more frequent workplace inspections in sectors such as textiles, construction and hospitality, where undocumented labour is prevalent. Companies operating near the Nepal and Bangladesh borders may soon be required to integrate Aadhaar or chip-based PVC IDs into attendance systems. Policy watchers expect the committee to revisit the pending proposal for a National Register of Citizens (NRC) update across all states and to push for inter-agency data linkage between the Bureau of Immigration and the Ministry of Labour’s Shram Suvidha portal. Any recommendation endorsed by the cabinet could reshape onboarding checks for multinational enterprises and global staffing firms. Businesses with large migrant workforces should engage proactively during the committee’s consultation phase to ensure that legitimate cross-border mobility—especially for seasonal agro and manufacturing projects—does not become collateral damage.
