Ireland has unveiled the most extensive update to its employment-permits system since the 2024 Act came into force, adding or upgrading 32 roles across construction, healthcare, transport and agri-food. Announced on 11 June 2026 by Enterprise Minister Peter Burke and Minister of State Alan Dillon, the changes follow a public consultation and an evidence-based review of skills shortages. Six new professions—including Construction Planner/Scheduler, Geospatial Surveyor and Intellectual-Property Professionals—now qualify for the coveted Critical Skills Employment Permit (CSEP), giving holders a fast track to long-term residency. Nine additional roles shift from the ineligible list to the General Employment Permit (GEP) route, while two lower-skilled seafood roles receive quota-controlled access. Fifteen existing quotas, covering everything from HGV mechanics to hotel managers, are renewed. The government also signalled plans to amend the so-called “50:50 rule,” which limits non-EEA employees to half of a company’s workforce. Health-care providers argue the cap aggravates staffing crises in nursing homes and disability services; the Department has now committed to consult on flexible exemptions. For employers, the new lists take immediate effect. Applications already in the queue will be processed under the revised criteria, potentially shortening hiring timelines. Global mobility teams should cross-check pending requisitions; roles newly promoted to the CSEP list are exempt from labour-market tests and grant a two-year permit with a clear path to Critical Skills Stamp 4 residency. Employee experience also improves: dependants of CSEP holders may access the Irish labour market without a separate work permit, easing dual-career concerns.

For organisations and individuals trying to make sense of these sweeping changes, VisaHQ can simplify the process. Through its dedicated Ireland portal (https://www.visahq.com/ireland/), the platform offers step-by-step guidance on CSEP and GEP applications, real-time document checklists and fee calculators, as well as optional concierge support for employers with high-volume hiring needs—helping applicants stay compliant even as the rules evolve.

However, salary thresholds remain indexed to inflation (€34,000 for CSEP and €30,000 for most GEP roles), and advertised pay must match or exceed the permit minimums. The review is the third in an annual series designed to keep Ireland’s economic-migration framework agile. With the country due to assume the EU Council Presidency in late 2026, ministers say further reforms will prioritise streamlined digital processing and mutual recognition of professional qualifications.
