New courier-mode rules for SEZ shipments published; airlines must file advance data from 20 June

New courier-mode rules for SEZ shipments published; airlines must file advance data from 20 June
In a separate circular dated 20 June 2026, CBIC has released an advisory directing airlines and courier operators handling Special Economic Zone (SEZ) cargo to adopt a new pre-arrival data format aligned with the Cargo Community System (CCS). Effective immediately, carriers must transmit house-level details—including importer IEC, SEZ unit code and HS codes—at least two hours before touchdown at the gateway airport. The move plugs a long-standing compliance gap that saw many e-commerce parcels enter SEZs without granular data, complicating post-clearance audits. The new schema mirrors the WCO-recommended Joint Electronic Cargo Manifest (JECM) and will feed directly into ICEGATE’s risk assessment engine once the weekend upgrade is complete.

While companies recalibrate their IT systems to meet these shipment-level obligations, they should not overlook the parallel need for smooth crew and engineer travel into India. VisaHQ, via its dedicated India portal (https://www.visahq.com/india/), offers fast, end-to-end visa processing, document checks and real-time status updates, enabling supply-chain managers to arrange last-minute business visas for technicians visiting SEZ facilities and to stay fully compliant with CBIC timelines.

For international express operators such as DHL, FedEx and UPS, the change means updating sort-hub software to capture additional Indian data elements at origin. Failure to comply will trigger automated “Do Not Load” messages and potential detention charges on arrival. SEZ logistics teams must also update vendor SOPs: consignor invoices will need the SEZ unit code printed clearly, and any mismatch will generate a yellow channel alert requiring manual officer approval, eroding the time-saving benefits of courier mode. The advisory is part of India’s push to position its SEZs as friction-free export engines while tightening oversight to prevent trade-based money laundering and IPR-infringing small parcels. Multinationals operating bonded repair or light-manufacturing units should conduct a dry run before their next courier shipment.
