Under the measure, which entered into force as soon as it was published in the EU Official Journal, Finnish embassies can no longer issue multiple-entry Schengen visas to Somali citizens, waive certain supporting documents or grant fee exemptions to holders of diplomatic or service passports. The standard processing time for Somali applications is also lengthened from 15 to 45 days. Applicants who can demonstrate an urgent humanitarian reason may still request accelerated handling, but Finnish officials confirmed that such requests “will be strictly interpreted”. The Foreign Ministry in Helsinki said Finland will apply the restrictions “in full, as required by EU law,” and has alerted travel agencies, universities and shipping companies that regularly sponsor Somali travellers.
