From today, anyone booking a flight that departs from a German airport will pay less tax. After more than two years of industry lobbying and parliamentary debate, the Federal Government’s reduction of the Luftverkehrsteuer (air passenger duty) has come into force. The cut rolls back increases introduced in May 2024 and lowers the levy by €2.50 on short-haul tickets, €6.33 on medium-haul and €11.40 on long-haul journeys. The move is part of a broader rescue package for a sector that supports an estimated 1.5 million German jobs and is central to the country’s export-led economy. Government analysis suggested that the 2024 hike was encouraging connecting passengers to choose hubs such as Amsterdam, Vienna or Zurich, eroding Frankfurt and Munich’s role as intercontinental gateways. By resetting the duty to pre-2024 levels, Berlin hopes to stem that leakage and give airlines headroom to redeploy capacity through German airports.

For corporate travel managers the timing is welcome. Summer schedules are at peak load and travel budgets are under pressure from a strong US-dollar and higher hotel rates. Lufthansa estimates that a Frankfurt–New York business-class ticket will now be about €45 cheaper in taxes and fees, savings that flow straight into TMC dashboards. Whether carriers pass on the full benefit will vary, but the lower duty reduces the baseline cost that triggers surcharges in many corporate contracts. Airlines also gain on the balance-sheet. The Lufthansa Group, Condor and startup leisure carrier Marabu have all said the tax reduction will improve unit revenues and free cash for fleet renewal. Airports are optimistic that softer ticket prices will lift demand from price-sensitive markets such as Eastern Europe and Turkey. Freight forwarders, who indirectly pay the duty on courier-attached shipments, expect marginal gains too. The duty cut was one of 14 aviation measures approved by the coalition committee last November. Others—such as streamlining slot coordination and digitising border checks—are still in the legislative pipeline. Industry groups warn that duty alone will not restore competitiveness if airport charges, staffing shortages and air-traffic-control constraints persist. Nonetheless, today’s change sends a signal that Germany wants to remain a primary hub for global mobility and export-oriented business.
