Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba unveiled a joint initiative in Winnipeg on July 6, 2026 designed to attract and retain French-speaking newcomers outside Quebec. The program will invest C$1.3 million, funded through IRCC’s Francophone Immigration Support Program, in marketing campaigns, digital recruitment tools and credential-recognition projects that specifically target bilingual talent for hard-to-fill jobs. Under the plan, Manitoba’s Economic Development Council for Bilingual Municipalities will coordinate overseas promotion and employer outreach while the Centre for Innovation in Francophone Immigration collects labour-market data to fine-tune candidate matching. Ottawa simultaneously extended the Francophone Minority Communities Student Pilot to August 2027, allowing designated colleges to keep issuing letters of acceptance that fast-track study-permit processing for French-speaking students from countries with historically high refusal rates.
