The European Commission on 14 July confirmed that Executive Vice-President Raffaele Fitto will serve as Special Representative for Cyprus, tasked with preparing the ground for renewed settlement talks and building trust between the island’s two communities. Commission spokesperson Louise Bogey told the Cyprus News Agency that Fitto will “engage all stakeholders” and explore interim confidence-building steps. Diplomatic sources say mobility is high on the agenda: Brussels is studying options to streamline goods and passenger flows across the UN-patrolled Green Line, such as joint customs inspections and technology that would allow pre-clearance of travellers—arrangements that could dovetail with Cyprus’ prospective Schengen membership. Business chambers on both sides of the divide have long argued that easing intra-island movement would boost trade in services and unlock labour synergies, particularly in tourism and construction. An EU-funded survey estimates that a 30 % reduction in crossing-point waiting times could lift bi-communal commerce by €180 million annually. Fitto’s mandate runs for an initial 18 months, overlapping with Cyprus’ expected Schengen decision window. Analysts view the appointment as a signal that the Commission wants measurable progress on freedom of movement before endorsing the island’s accession to the passport-free zone. If successful, the initiative could serve as a template for conflict-sensitive border regimes elsewhere in the EU neighbourhood.
