In response to an unprecedented 17-week backlog in renewing Irish Residence Permit (IRP) cards, Minister for State James Brophy has signed a Travel Confirmation Notice that will run from 13 July to 31 August 2026. The notice instructs airlines, ferry operators and border authorities to accept recently-expired IRP cards, provided the holder can show proof that an online renewal application was lodged before the card’s expiry. Travellers must print the one-page notice from the Immigration Service Delivery (ISD) website and carry it alongside their expired card and the automated e-mail receipt that includes their unique application (OREG) number. The measure is designed to prevent thousands of legally-resident non-EEA nationals—including critical-skills employees, intra-company transferees and their family members—from being stranded in Ireland during the peak holiday and business-travel season. ISD data show that renewal volumes have risen 38 % year-on-year, driven by post-pandemic corporate hiring and the state’s decision to centralise most registrations at the Burgh Quay office in Dublin. Processing capacity has not kept pace, leaving some applicants waiting more than four months for a renewal card that is normally issued within three weeks. For corporate mobility managers the notice removes a major logistical headache. Multinationals had warned that project start-ups and customer visits were at risk because key staff could not leave the country without jeopardising their legal status. Carriers also faced compliance dilemmas—denying boarding could expose them to discrimination claims, while accepting an expired card risked fines for carrying improperly documented passengers. ISD has now circulated the notice through the International Air Transport Association Timatic database and directly briefed major airlines including Aer Lingus, Ryanair and Emirates. There are, however, important limitations. Travellers transiting third-country hubs such as Istanbul or Abu Dhabi must first confirm that local authorities recognise the Irish notice; ISD has cautioned that it cannot compel other jurisdictions to honour the document. Holders of non-Irish travel documents (e.g. UK refugee convention passports) must check separate visa-waiver rules. Finally, the concession expires on 1 September, after which carriers will revert to the usual requirement for an in-date IRP card or visa. Companies are therefore urged to keep renewal applications moving and to advise employees against last-minute travel plans at the end of August.
