With provisional application of the long-awaited UK-EU treaty on Gibraltar due to begin today, the Government of Gibraltar released Technical Notice 558/2026 in the early hours of 15 July reminding visa-required third-country nationals of new entry procedures. Under the treaty, Gibraltar will join the Schengen area’s common visa policy and scrap routine immigration controls at its land border with Spain. While British Citizens resident in Gibraltar will continue to cross freely, visitors whose nationality normally requires a Schengen short-stay visa must now obtain that visa from the Spanish authorities before travelling – even if their only destination is Gibraltar. The notice confirms that the existing UK visa process for Gibraltar closed on 8 July, and any pending applications will not be processed. It also clarifies that Spain, as the neighbouring Schengen state, will remain responsible for issuing visas covering stays in Gibraltar; applicants should therefore apply to the Spanish consulate with “Gibraltar only” as the main purpose of visit. Airline and ferry operators have been told to begin Schengen visa checks immediately, and the Royal Gibraltar Police will perform spot checks until the new automated e-gate system goes live later this year. The change is significant for cruise operators, global mobility teams routing non-EU staff to the territory, and tour groups originating in visa-required markets such as India, China and South Africa. Employers should update assignment guidance and ensure travellers have the correct Schengen category C visa—not a UK visa—before departure. Failure to do so will result in boarding refusal or fines for carriers under EU carrier liability rules.
