Investigators found that applicants submitted utility bills and tenancy contracts for dwellings they never occupied, supported by false declarations signed by Brazilian accomplices. Seized evidence—including mobile phones and lease paperwork—will undergo forensic analysis to map the full supply chain of facilitators, which PF believes spans real-estate intermediaries and notary offices along the Argentina–Brazil frontier. Suspects face charges of ideological falsehood and use of forged documents, carrying penalties of up to eight years’ imprisonment. The bust follows a 24 percent year-on-year rise in residence-permit applications in Rio Grande do Sul, driven in part by post-pandemic relocations from neighbouring countries. PF officials warned that fraudulent filings clog legitimate queues and jeopardise Brazil’s compliance with Mercosur Residence Agreement data-sharing obligations. For multinational employers, the case is a reminder that all supporting documents for RNM (Registro Nacional Migratório) applications must be independently verifiable. Mobility teams should audit corporate housing leases and ensure employees lodge address-change notifications within 30 days of relocation, as required by Decree 9.199/2017. The Ministry of Justice is using the investigation to advocate for a nationwide e-address verification module, slated for pilot deployment in São Paulo later this year, which would link rental contracts to Brazil’s digital property registry and reduce document-fraud vulnerabilities.
