President Catherine Connolly has signed the Dublin Airport (Passenger Capacity) Act 2026, handing the Minister for Transport new powers to lift or modify the long-debated 32 million-passenger limit at the country’s main gateway. The legislation entered the statute book on 17 July after an accelerated passage through the Oireachtas. Under the Act, daa plc (Dublin Airport Authority) can apply to the Minister to amend or scrap the cap if an independent environmental assessment by An Coimisiún Pleanála shows no “significant adverse effects.” The cap has constrained route development since 2024, prompting warnings from business groups that Ireland risked losing trans-Atlantic capacity and hub transfers to competing airports such as Amsterdam and Heathrow. Transport Minister Darragh O’Brien said he will “immediately commence” the Act’s provisions and aims to conclude assessments within six months. Fingal County Council is already processing a parallel planning application that includes extra contact stands, a pier extension and new security lanes. Airlines welcomed the news. IAG’s Aer Lingus said growth plans had been “on ice” pending clarity, while Ryanair signalled interest in basing three more aircraft once the cap is formally revised. Corporate travel managers expect fare pressure to ease and new frequencies to North-America and the Middle East to follow. For mobility teams, the practical takeaway is that slot availability and flight choice for relocating staff should improve from summer 2027. However, environmental NGOs have vowed legal challenges, meaning final implementation dates could still shift. Companies should therefore build flexibility into 2027 relocation timelines and monitor ministerial orders closely.
