India warns travellers as consular outsourcing in Australia remains suspended
An in-depth legal briefing published on 22 July by Melbourne-based firm Collins Quarters clarified that the month-long suspension of VFS Global’s Indian passport, visa and OCI services across Australia is a contract dispute—not an Australian immigration policy shift—but nevertheless continues to disrupt travel and relocation timelines for Indian nationals. VFS’s earlier contract expired on 30 June after a Delhi High Court ruling annulled a new outsourcing tender. Although India’s Supreme Court has since allowed the Ministry of External Affairs to appoint an interim provider, services had not resumed as of 22 July. Applicants needing passport renewals, police-clearance certificates or physical visas must wait until a stop-gap arrangement is operational. For Indian professionals holding bridging visas or awaiting employer-sponsored status in Australia, an expired passport could lead to Medicare or work-rights complications. Companies with fly-in/fly-out engineers should audit document expiry dates and, where possible, switch to India’s e-Visa channel, which remains live for business travellers of eligible nationalities. The briefing advises affected applicants to keep evidence of the disruption when requesting additional time from Australia’s Department of Home Affairs. It also points out that Indian visa-on-arrival pilots being tested in Phuket and Jakarta are unaffected, underscoring the fragmented nature of India’s consular footprint. Industry context: The episode illustrates the execution risk in heavily outsourced consular networks. Corporate mobility managers may wish to build longer buffers for document procurement whenever major tenders—or legal challenges—are on the horizon.
