The latest Henley Passport Index, released on 22 July, crowns the United Arab Emirates as the world’s second most powerful travel document, tied with Japan and South Korea and surpassed only by Singapore. Emirati nationals can now enter 188 destinations visa-free or with a visa on arrival, compared with just 35 two decades ago — the single largest 20-year improvement recorded by any country since the index began. Analysts attribute the meteoric rise to an activist foreign-policy agenda that has seen the UAE sign more than 50 mutual-visa-waiver agreements since 2015, alongside deeper trade, investment and security partnerships. The country’s participation in global events such as Expo 2020 Dubai and COP28 further enhanced its diplomatic footprint, creating leverage to secure mobility concessions from partners ranging from Latin America to the Pacific Islands. For business travellers, the ranking translates into concrete savings. PwC estimates that Emirati executives collectively avoided US $110 million in visa fees in 2025 alone, while corporates benefit from shorter lead times and fewer lost-trip days. The strong passport also reinforces the UAE’s value proposition as a base for multinational regional headquarters: senior hires relocating on Golden Visas gain near-frictionless access to key markets across Europe, Asia and the Americas. The Index’s data indirectly underscore disparities among residents: expatriates in the UAE still travel on their home passports and often face onerous Schengen or U.S. visa hurdles — a fact highlighted by the Danish consulate’s recent fraud warning. Nevertheless, the UAE’s rise boosts the attractiveness of Emirati citizenship pathways for exceptional talent, which the government has discreetly expanded since 2021. Henley & Partners reports a 41 percent spike in enquiries from UAE-based residents seeking “backup” citizenships amid regional tensions, suggesting that mobility diversification is now a board-level concern. Mobility teams should therefore expect more senior executives to request legal-passport counselling as part of their relocation packages, particularly those whose travel profiles rely on frequent access to Europe and North America. With Singapore holding onto the top spot with access to 192 destinations, observers predict a neck-and-neck race in the coming years. If current waiver negotiations with several African and Caribbean states conclude successfully, the UAE could conceivably claim the No. 1 position before the end of the decade.
