Canada’s latest category-based Express Entry round, held on July 22, issued 5,000 Invitations to Apply (ITAs) to candidates with strong French-language proficiency—matching the largest francophone draw of the year and pushing year-to-date French-language invitations to 40,500. The Comprehensive Ranking System (CRS) cut-off fell to 399, the first time since March that the threshold has dipped below 400 for this category. French-language draws are a cornerstone of Ottawa’s strategy to boost francophone immigration outside Québec and to give employers a wider talent pool that is immediately bilingual. IRCC can set lower CRS thresholds because proof of language ability effectively pre-screens candidates for integration potential, officials say. By contrast, the Canadian Experience Class draw one day earlier required 516 points, underscoring the comparative advantage of French. Successful invitees now have 60 days to submit full permanent-residence applications, which IRCC aims to process within six months. Mobility advisers should alert bilingual employees with Express Entry profiles to update expiring language tests and police certificates quickly, as the summer draw cadence has accelerated—four rounds were held in just three days this week (PNP, CEC, French and Skilled Military). For employers, the draw expands the pipeline of bilingual professionals who could land before year-end. Those who missed the 399 cut-off are being encouraged to retake French exams or seek provincial nomination to add up to 600 CRS points. Another francophone draw is widely expected before the Labour Day weekend, keeping pressure on candidates to act fast.
