The Ministry of Management and Innovation (MGI) issued Communiqué 30/26 on 24 July announcing a planned outage of several federal digital platforms—including the Sistema de Concessão de Diárias e Passagens (SCDP), Compras.gov.br, Sicaf and Contrata + Brasil—from 07:00 on Saturday 25 July until 07:00 on Monday 27 July. The downtime is required to integrate the databases with Brazil’s new alphanumeric CNPJ framework. SCDP processes all official travel expense authorisations for federal employees and many state-controlled enterprises. During the 48-hour window, no new travel orders, air-ticket purchases or per-diem advances can be issued. Trips already ticketed remain valid, but any change requests must wait until systems are restored. The blackout coincides with the build-up to the August legislative recess, a period when ministry officials traditionally undertake inspection tours and international missions. Agencies have been instructed to approve urgent travel before 18:00 on 24 July and to rely on manual reimbursement forms if emergency deployment is required over the weekend. For private contractors, the shutdown also pauses electronic bidding portals and supplier registry updates, potentially delaying price-quote submissions. Mobility providers (TMCs, airlines, hotels) that handle government accounts should expect a temporary reduction in booking volume and ensure offline support channels remain active. MGI says the migration will streamline data integrity ahead of a broader digital‐identity overhaul set for 2027. Travel managers should note that further weekend outages are likely as additional agencies adopt the new CNPJ structure.
