The West African nation has experienced a surge in jihadist attacks, kidnappings and fuel-related unrest over recent weeks. Armed groups linked to Jama’a Nusrat ul-Islam wa al-Muslimin (JNIM) carried out coordinated assaults in and around Bamako in late July, prompting sporadic airport closures and military checkpoints on arterial roads. DFAT warns that foreigners, including aid workers and business travellers, are prime targets for abduction and advises any Australians still in Mali to leave by commercial means if safe to do so. The advisory has direct ramifications for Australian companies with mining and engineering projects in the Sahel. Corporate security directors should reassess evacuation triggers, confirm insurance coverage remains valid under a ‘do not travel’ regime and ensure all personnel have reliable communication redundancies. Flight connectivity has become unpredictable: Air Côte d’Ivoire and Turkish Airlines cancelled several rotations to Bamako this week, while over-land routes to neighbouring Senegal and Côte d’Ivoire are plagued by roadblocks and banditry. DFAT also reminds employers of their work-health-and-safety duty of care. Under Australian case law, boards can be held liable if they knowingly expose staff to extreme danger without demonstrable mitigation measures. Recommended actions include embedding professional security escorts, enforcing curfews, pre-positioning fuel and provisions, and registering employees with both Smartraveller and allied embassies. Australian passport holders who must remain in Mali are urged to keep vehicle tanks at least half full, avoid public transport, carry multiple forms of identification and prepare contingency plans for prolonged shelter-in-place scenarios. Consular assistance is extremely limited, with the Canadian Embassy in Bamako providing only basic support on Australia’s behalf.
