Speaking before the European Parliament in Strasbourg this morning (16 September 2026), European Commission President Ursula von der Leyen devoted a large part of her annual State of the Union speech to migration and border management – themes that resonate strongly in France, which sits at the heart of the Schengen travel area and along several key external and internal EU frontiers. The President underlined that “all external borders are European borders”, calling on member-states to accelerate implementation of the Pact on Migration and Asylum and to back a new European Emergency Response Framework. The initiative would allow Brussels to deploy manpower, technology and funding in days when sudden mass movements – such as the recent spike at Ceuta – threaten to overwhelm national authorities. Von der Leyen also announced plans to reinforce Frontex, streamline returns of irregular migrants and open “Gateway Offices” in partner countries to channel legal labour mobility. Crucially for business travellers and assignees, she reaffirmed her commitment to “defend the freedoms of our Schengen area”, signalling that temporary internal border checks, such as those France currently maintains along the Channel coast, must remain exceptional and time-limited. For French multinationals, the speech offers two practical take-aways. First, a more predictable external-border regime should reduce the ad-hoc controls that have caused knock-on delays at airports and Eurostar terminals. Second, the promised Gateway Offices could ease sourcing of skills from North Africa and the Western Balkans – regions on which French construction, IT and care-services groups increasingly rely. Stakeholders will now watch how quickly the Commission publishes legislative texts. The French Interior Ministry has already signalled support, but Paris will push for safeguards to ensure that any rapid-reaction mechanism respects national sovereignty and existing bilateral police co-operation with the UK.
