The Federal Council has authorised the deployment of up to 2,000 Swiss Armed Forces personnel to backstop cantonal police during the OSCE Ministerial Council meeting in Lugano on 3–4 December 2026. The decision, announced on 18 September, includes a temporary restricted zone covering a 46-kilometre radius around Lugano from 30 November to 4 December. The no-fly zone applies to VFR traffic, most non-scheduled IFR flights and all unmanned aircraft systems. Commercial airlines will reroute arrivals for high-level delegations through Milan Malpensa, while Swiss Air Force jets and Italian partners provide air policing. Business-aviation operators and corporate travel planners must file flight plans early and anticipate slot scarcity at alternative airports such as Zurich, Bern-Belp or Milan Linate. Drone service providers—logistics, surveying and media—should brief clients about complete prohibitions within the restricted area to avoid fines or confiscation of equipment. The armed-forces detachment will also assist with site protection, transport and logistics—mirroring support models used for the World Economic Forum in Davos. Companies scheduling end-of-year conferences or client events in Ticino during the period should build extra lead time into itineraries and coordinate closely with security teams. Although the security overlay is temporary, it signals Switzerland’s growing reliance on mixed civil-military frameworks to protect major international gatherings—a trend mobility managers must integrate into risk assessments for VIP travel.
