Authorities emphasise that scheduled commercial flights to Lugano’s Agno airfield are already minimal and that neighbouring airports—Zurich, Geneva and Milan—will operate normally. Nevertheless, business-aviation firms based in Locarno and Lugano must reroute or reschedule dozens of charter movements during the five-day window. Swiss logistics companies handling conference freight are racing to secure special permits, while hoteliers report that security teams have block-booked large room contingents. The Federal Department of Foreign Affairs is preparing detailed fact sheets for multinationals whose executives may need exemptions to use helicopters or drones for site visits in Ticino that week. The OSCE summit marks the finale of Switzerland’s 2026 chairmanship and is the largest diplomatic gathering the country has hosted since the Biden-Putin summit in Geneva five years ago. Officials say the extraordinary measures reflect Switzerland’s international-law obligation to protect visiting dignitaries, but they also serve as a real-time test of inter-agency coordination ahead of the 2027 World Economic Forum in Davos.
