In a meeting with EU Home-Affairs Commissioner Magnus Brunner, Spain’s Interior Minister Fernando Grande-Marlaska and Inclusion Minister Elma Saiz urged Brussels to draft new legislation that would allow member-states to accelerate both return procedures and international-protection decisions during sudden migration surges. The request follows the mass arrival of more than 70,000 people in Ceuta on 30–31 July, an event Madrid describes as “without precedent” at an EU external border. Grande-Marlaska argued that existing Schengen and Dublin rules lack the flexibility needed for real-time crisis management and can create bottlenecks that encourage secondary movements within the bloc. He also welcomed the Commission’s approval of €114.7 million in emergency funding for new reception centres and upgrades to the border fence at Benzú and El Tarajal. If the proposal gains traction, corporates could see a more harmonised EU framework for emergency border measures—potentially reducing the patchwork of ad-hoc controls that have disrupted travel between Spain and Italy in recent weeks. Faster asylum triage could shorten the period during which ports and airports must host large numbers of irregular arrivals, easing operational pressures on carriers and ground-handling agents.
