The National Police electronic headquarters updated its extranjería section on 19 September to include a new “Documento de identificación provisional” for undocumented foreign nationals who cannot obtain papers from their country of origin. The document grants a three-month lawful stay while background checks are completed. Applicants must attend an immigration office or police station and pay the €12.00 Modelo 790-012 fee. The change implements the April 2026 reform of Spain’s immigration regulations, which created an extraordinary regularisation route for hard-to-document cases. By bringing the application fully under the Police’s e-office, Madrid aims to reduce queues and speed up access to healthcare and social services for vulnerable people. For employers, the provisional ID does not in itself confer the right to work, but it regularises presence and is a prerequisite for later exceptional residence authorisations. Corporate mobility teams should brief HR departments that job candidates holding this document will still need a separate residence-and-work permit before contract start. Legal advisers note that the police webpage explicitly lists appeal deadlines, meaning refusals can be challenged within one month (administrative reconsideration) or two months (contentious-administrative court).
