Business and leisure travellers flying or sailing from Italy to Spain will continue to face systematic identity checks after Madrid formally renewed its temporary suspension of Schengen free-movement rules. Order INT/1033/2026, published in Spain’s Official Gazette on 6 October, extends controls at Spanish airports and ports for another 15 days, from 00:00 on 8 October to 24:00 on 22 October 2026. The measure is a direct response to Italy’s own decision—announced on 30 September—to keep controls on arrivals from Spain in place until 16 October amid concerns over irregular migration flows originating in Ceuta. Although checks are limited to travel routes between the two countries, they effectively re-introduce full border procedures for millions of passengers on the busy Italy–Spain corridor, adding document inspections, potential questioning and longer connection times. Spanish authorities emphasise that the scope is confined to passenger ferries and commercial flights; cargo movements and empty positioning flights remain exempt unless specific security risks are identified. For companies operating intra-EU supply chains, the renewed controls translate into higher compliance costs and possible schedule buffers. Mobility managers should advise travellers to allow extra time at embarkation points and verify that passports or identity cards are valid for the entire journey. Third-country nationals transiting through Spain after entering the EU via Italy may also be asked to show proof of legal entry and onward travel arrangements—an important consideration for multinational firms moving non-EU staff between Mediterranean subsidiaries. From a policy perspective, the reciprocal Italian–Spanish controls highlight growing bilateral use of the Schengen Border Code’s Article 25 mechanism to address migration-related security concerns. With Madrid now signalling that additional extensions are possible, travel-intensive businesses should monitor the BOE for further orders and consider contingency routings through France or other Schengen states not subject to internal controls. Finally, the order reiterates that the measure will be reviewed continuously and revoked early if threats abate, but it also states that any further prolongation must undergo a fresh proportionality assessment—suggesting that travellers could face an on-off regulatory environment for the foreseeable future.
