Late on 6 October Spain’s Ministry of the Interior published Order INT/1033/2026 in the Boletín Oficial del Estado (BOE), confirming that the temporary re-introduction of Schengen border controls on passengers arriving from Italy will continue for another 15 days, from 00:00 on 8 October until 24:00 on 22 October 2026. Madrid first reinstated passport checks on Italian air and sea arrivals on 8 August, invoking Articles 25 and 28 of the Schengen Borders Code after large-scale irregular entries into the Spanish enclave of Ceuta triggered secondary movements towards Italy. Two successive 15-day extensions followed in September. The new order cites an “ongoing grave threat to public order and internal security” linked to migrant smuggling networks operating in the Central Mediterranean and across Spain’s southern coastline. For business travellers and companies with cross-border operations, the practical impact is tangible. Airlines and ferry operators must continue to verify passports or national ID cards before boarding, adding an additional document-check step and potential boarding-gate bottlenecks. Travellers who normally transit Spain–Italy routes using electronic identity cards should ensure their documents are valid and allow extra time at departure terminals; random secondary inspections by Guardia Civil border units have been reported. Italian exporters relying on just-in-time deliveries to Spanish clients also face possible delays, as customs-style spot checks may slow air-cargo handling and roll-on/roll-off ferry traffic in Barcelona, Valencia and Palma de Mallorca. While the order emphasises proportionality and the possibility of early lifting if the security context improves, companies should revise travel advisories, review contingency routing via France or other Schengen hubs, and remind mobile employees that Schengen Freedom of Movement is temporarily suspended on this corridor. Looking ahead, Spain cannot roll the measure over indefinitely; any further extension will require a fresh legal act that must again be notified to the European Commission. Nevertheless, Interior Minister Fernando Grande-Marlaska signalled that controls will remain “as long as operationally necessary”. HR and global mobility teams should therefore monitor BOE releases around 20-22 October for the next decision window, and keep travellers informed of evolving ID-check requirements.
