Hong Kong’s Transport Department has published a comprehensive traffic-management plan ahead of the 12 October commissioning of the redeveloped Huanggang Port. Key measures include a new circular bus route linking the boundary-control point to MTR Sheung Shui, an expanded taxi staging area accommodating 110 vehicles, and dynamic lane allocation on the connecting Huanggang Bridge to relieve peak-hour congestion. To promote seamless transfers, feeder services will accept the city’s Contactless Transportation Card, allowing mainland visitors to pay in renminbi via QR code and Hong Kong residents via Octopus. Cross-boundary coach operators must fit GPS trackers providing real-time arrival data to a cloud dashboard shared with both Hong Kong and Shenzhen traffic police. The plan follows a large-scale drill on 29 August that simulated a sudden influx of 25,000 passengers. Officials said the exercise identified pinch points at the customs concourse escalators, prompting the installation of additional crowd-marshalling barriers and digital signage. Employers shuttling staff between technology parks in Hong Kong Science Park and Shenzhen’s Guangming district can apply for express-lane permits valid from 23:00 to 06:00, when freight traffic is lowest. Failure to obtain permits could result in HK$1,500 fines and vehicle impoundment.
