Estonia backs Finland’s push for Schengen visa ban on Russian tourists
Momentum behind Finland’s visa crackdown gathered pace on 13 October when neighbouring Estonia publicly endorsed Helsinki’s call for an EU-wide prohibition on issuing tourist visas to Russians. In Tallinn, Foreign Minister Margus Tsahkna announced that Estonia had “joined the initiative launched by the Finnish Ministry for Foreign Affairs” and urged the European Commission to act quickly. Estonia already maintains its own ban on visas for Russian leisure travellers, but Tsahkna said a coordinated Schengen policy is needed to prevent so-called visa shopping. By aligning with Finland, Estonia adds political weight from another EU and NATO member that shares a sensitive land border with Russia. The Baltic state emphasised security concerns, warning that former Russian combatants pose a sabotage risk and that unrestricted tourist flows could be exploited for hybrid operations. The joint Finnish-Estonian stance increases pressure on larger Schengen issuers—such as Italy, Spain and France—to rethink their more permissive policies. For Finland, regional backing strengthens its negotiating hand ahead of the EU General Affairs Council on 13 October and the European Council later this month. A broader coalition—including Latvia, Lithuania and Poland—is expected to coalesce, making it harder for sceptical states to block consensus. Companies operating pan-Baltic talent programmes should anticipate tighter documentation checks at internal borders and embassies, particularly for conference participants, athletes and cultural performers from Russia. Mobility teams should monitor appointment availability at Finnish and Estonian consulates, which could reallocate staffing away from Russian leisure visas toward work-permit adjudications. Employers relying on Russian technicians for critical on-site maintenance in Finland or Estonia should build extra lead-time into travel plans and verify that invitation letters explicitly reference essential services to avoid being lumped into the “tourism” category. While humanitarian, family-reunification and study visas are not targeted, experience since 2022 shows that knock-on effects—longer queues and stricter scrutiny—often spill over into all Russian-origin applications. Early engagement with local immigration advisers and clear evidence of business necessity remain the best mitigation tools.
