Official: Helsinki demands EU-wide tourist-visa ban for Russians
Finland’s Ministry for Foreign Affairs publicly confirmed on 12 October that it is seeking a complete EU ban on tourist visas for Russian citizens. In an afternoon press release, Foreign Minister Elina Valtonen stated that “a uniform, legally binding prohibition on leisure visas is the most effective way to close loopholes that currently allow sanctioned individuals and regime supporters to shop for entry permits in other member states.” Valtonen emphasised that nearly all land border crossings with Russia remain closed, but noted that Russian tourists still reach Finland and other Schengen countries by air via third nations. She argued that inconsistent national policies undermine security and create administrative burdens for border guards and consulates, calling instead for a Commission proposal that would codify a ban directly in the EU Visa Code. The statement aligns Finland firmly with the Baltic states and Poland, which have long advocated tougher mobility sanctions against Moscow. By going public on the first day of the Foreign Affairs Council, Helsinki increased pressure on more hesitant countries ahead of formal Commission deliberations expected in early 2027. For mobility stakeholders the move signals further tightening of entry conditions for Russian nationals. Finnish hotels, retailers and tour operators—who already lost the majority of Russian clientele after 2022—must brace for another drop in demand. Conversely, compliance teams at multinational firms should prepare for stricter due-diligence when transferring or hosting Russian employees, even on business grounds, as the political climate hardens. Valtonen concluded by saying that “continued Russian aggression must carry a cost that is felt not only by the leadership but by society at large.” Her remarks make clear that travel privileges are now a key lever in Finland’s wider security strategy.
