Finland’s Border Guard (Rajavartiolaitos) has launched a competitive tender to maintain and repair sections of the 200-kilometre anti-instrumentalisation fence along the eastern border after storms and wildlife caused unexpected breaches. The call for bids, published on 19 October, covers Kaakkois-Suomi and North Karelia; Kainuu and Lapland may be serviced in-house. Officials told Yle that moose, bears and falling trees have "bent, snapped or uprooted" mesh panels installed only last winter. Although the fence was designed primarily to channel asylum seekers to official checkpoints, its integrity is also critical for bio-security and for deterring unauthorised vehicle crossings following Russia’s ban on EU-registered cars. Border Guard planners estimate that up to 30 kilometres need immediate attention before heavy snow sets in. The chosen contractor will also be responsible for year-round vegetation clearance and sensor maintenance—a package worth an estimated €6-8 million over three years. The authority emphasises that no structural failures have yet resulted in illegal entry, but warns that climate-driven storm intensity is likely to increase maintenance costs. For logistics companies the tender signals that detours and lane closures on Road 7 (E18) near Vaalimaa and on smaller forest roads could occur between November and February. Employers with posted workers on construction sites near the frontier should budget additional transit time and verify that staff hold identity documents, as spot-checks may increase while repairs are under way. Policy-makers point to the episode as evidence that physical barriers alone cannot replace comprehensive border-management systems that combine patrols, technology and international cooperation. The maintenance contract therefore includes a pilot project to attach smart vibration sensors to fence pylons, feeding real-time alerts to the Border Guard’s drone response teams.
