Italy and IOM Map New Legal-Migration ‘Sahel Corridor’ in High-Level Rome Meeting

In a high-level dialogue at the Farnesina on 20 October, Deputy Foreign Minister Massimo Dell’Utri and senior IOM official Mohammed Abdiker agreed to pilot a ‘Sahel Corridor’ offering up to 5,000 annual work visas for applicants from Niger, Mali and Burkina Faso. The initiative forms part of the government’s three-pillar migration strategy: tackling root causes, fighting trafficking and expanding safe channels. According to the Foreign Ministry’s communiqué, €280 million has been allocated over five years for vocational training, pre-departure language classes and assisted voluntary-return programmes. Italian construction and agritech firms will be allowed to pre-select candidates, speeding up postings under the 2027 quota. The deal also strengthens returns cooperation. IOM will manage transit centres in Agadez and Niamey where failed asylum seekers can opt for assisted return, a model credited with reducing irregular departures by 80 % in pilot trials. In exchange, Italy will fund solar-powered water projects in Sahel communities hit by climate shocks. From a corporate-mobility perspective, the corridor could provide a predictable talent pipeline at a time when Italy’s building sector faces a 50,000-worker shortfall under ongoing ‘Superbonus’ retrofits. HR teams should watch for implementing decrees that will clarify sponsorship procedures and skill benchmarks. The partners plan a follow-up session in March 2027 to assess uptake and consider expanding the scheme to other origin countries.
