Seat-belt rule extended to all Hong Kong bus seats from 25 January—new liability for operators and passengers

From 25 January 2026 every seat on public and private buses in Hong Kong must be fitted with a compliant seat belt, and drivers and passengers are legally required to buckle up under amendments to the Road Traffic Regulations passed last year. (td.gov.hk)

Failure to install belts can attract fines of up to HK$5,000 and three months’ imprisonment for vehicle owners; passengers not wearing belts face the same maximum fine. Student service vehicles have until end-2028 to retrofit belts and safer seats.



While primarily a safety measure, the rule affects corporate shuttle providers and business-event organisers who charter coaches. Mobility managers should update vendor contracts to include belt-compliance clauses and remind assignees arriving from jurisdictions without such mandates that enforcement is strict—police conducted 18,000 spot checks during a similar taxi campaign in 2025.

Travel-insurance underwriters say claims may be denied if injuries occur while belts are not worn. Multinational firms running cross-border staff buses between Hong Kong and Shenzhen must ensure mainland-registered coaches also meet the Hong Kong standard when operating locally.

The Transport Department has published multilingual infographics that employers can share in induction packs. Companies with in-house fleets can apply for a one-off subsidy covering 25 % of retrofitting costs, capped at HK$12,000 per vehicle.
