Davide Torzilli of UNHCR said the country’s distance from the world’s main conflict zones puts it in a unique position to offer safe haven, while Secretary-General Maria Rosa Guimarães Loula called asylum “an economic and moral asset”. Nonetheless, officials acknowledged persistent challenges: 83 % of municipalities still have no anti-xenophobia programmes and fewer than 15 % can provide public services in more than one language.
