Government opens new public consultation on National Migration, Refugee and Statelessness Plan
The Lula administration has launched an online consultation to gather input for Brazil’s first National Plan on Migration, Refuge and Statelessness (I PlaNaMigra). Although the consultation portal went live on 22 June, the Presidency’s communications office issued a fresh reminder on 26 June urging stakeholders—including chambers of commerce and relocation providers—to submit comments before the 30 June deadline. The draft plan proposes a one-stop electronic platform for residence-permit processing, expansion of Portuguese-language courses funded by corporate social-responsibility budgets and creation of a ‘Trusted Employer’ programme modelled on the customs OEA scheme. Companies that meet compliance benchmarks would receive 48-hour adjudication of intracompany-transfer visas and automatic recognition of foreign educational diplomas issued by accredited universities. Those reforms, if adopted, would radically shorten assignment lead-times.

For organisations now assessing how these changes could affect their mobility strategies, VisaHQ can streamline the process. Our dedicated Brazil page (https://www.visahq.com/brazil/) provides real-time guidance on visa categories, document checklists and electronic filing, ensuring that employers and assignees stay compliant as new programmes—such as the proposed Trusted Employer route and the STEM Talent Visa—come online.

Brazil hosts more than 200,000 recognised refugees and 1.5 million other migrants. According to OBMigra data released this week, border crossings hit a record 36.4 million in 2025, up 15.6 % year-on-year, reflecting pent-up demand after pandemic restrictions and the easing of Mercosur travel. The consultation also floats a pilot ‘Talent Visa’ for STEM professionals that would waive labour-market tests for shortages verified by an inter-ministerial committee. Industry groups such as Brasscom plan to lobby for an annual quota of at least 5,000 permits, arguing that Brazil’s digital-transformation goals cannot be met through domestic supply alone. Human-resources directors are therefore advised to engage in the consultation to shape criteria—including salary thresholds and recognition of remote work arrangements. Next steps: the Justice Ministry will consolidate feedback in July and send a final proposal to the Presidency for decree-level approval in September. Employers should expect at least one more formal comment period when the implementing ordinances are published, likely in Q4 2026.
