China’s Ministry of Culture and Tourism (MCT) kicked off its annual summer-holiday consumption drive on the evening of 8 July by announcing that more than 450 million yuan (≈ US $66 million) in digital travel vouchers will be released nationwide over the next seven weeks. The coupons— distributed through major booking apps, airlines, and local tourism boards—can be stacked with existing discounts and cover transportation, accommodation, scenic-spot tickets, study-tour packages and cruise products.

Participating platforms have pledged to push real-time inventory so that travelers can apply the vouchers directly at checkout rather than queuing for reimbursements. Cities that suffered from under-occupancy in previous seasons—such as Harbin, Qingdao and Dunhuang—have been given extra voucher quotas if they bundle promotions with off-peak flights or high-speed-rail seats. According to the China Tourism Academy, every 1 yuan of targeted subsidy generates roughly 7 yuan of additional tourism spending; the academy therefore projects an incremental ¥3 billion (US $440 million) bump in lodging and dining revenue alone. For the corporate mobility sector the initiative is more than a domestic-travel booster. China’s civil-aviation regulator has authorised airlines to integrate the new e-coupons into the GDSs most commonly used by multinational travel-management companies (TMCs). This means that expatriate staff who book through corporate channels will see the discounts automatically reflected in itineraries, reducing reimbursement paperwork. Multinationals running summer internship programmes can also register group codes with provincial tourism bureaus to secure pools of vouchers for employee off-sites and client events. Analysts say the campaign dovetails with Beijing’s broader attempt to pivot from price-sensitive mass tourism to higher-value “quality consumption.” The latest five-year tourism plan, released 7 July, sets a 2030 target of having rural tourism account for 20 percent of total visitor nights and explicitly encourages foreign-language apps to plug into the voucher system. If that integration succeeds, inbound travellers could gain access to future rounds of subsidies—effectively turning a domestic stimulus tool into a soft-power instrument that lowers the cost of doing business in China.
