Irish-Led EU Working Party Seeks Stronger Crisis Consular Network

As part of Ireland’s six-month Presidency of the Council of the European Union, Dublin chaired the Working Party on Consular Affairs (COCON) in Brussels on 22 July 2026. Officials from all 27 member states gathered to advance plans for a more integrated EU crisis-response framework that would allow embassies to pool staff, share secure data and mount joint evacuation flights when nationals are caught overseas in natural disasters or civil unrest. Irish diplomats presented a discussion paper proposing a "Common EU Crisis Register"—a real-time database of citizens abroad that would integrate airline API feeds and voluntary app check-ins. The register would trigger automatic text alerts and allow any EU embassy on the ground to issue emergency travel documents, mirroring the support Irish missions already extend to other EU nationals under Article 23 of the Treaty on the Functioning of the EU. Member states broadly welcomed the idea but raised privacy and funding questions. Germany and the Netherlands pushed for strict data-minimisation, while Greece and Spain sought clarity on how costs for chartered evacuation aircraft would be apportioned. Ireland suggested tapping the EU’s new €1 billion Civil Protection Reserve and offered to pilot a "virtual consulate" model during next winter’s cyclone season in the Indian Ocean. For Irish companies with large mobile workforces, the initiative promises faster assistance for staff on assignment in higher-risk jurisdictions and could eventually allow an Irish expatriate to obtain documents at, say, a French embassy if the local Irish mission is several hours away. It would also complement the growing trend of centralising travel-risk management within global mobility programmes. A formal legislative proposal is expected by December, with Ireland aiming to secure political agreement before handing the presidency baton to Italy on 1 January 2027. HR and mobility managers should watch for an EU consultation in September that will seek corporate views on data feeds and employer responsibility for registering travellers.
