Ireland’s Revenue Commissioners and the Department of Finance published their long-awaited report on the proposed electronic Withholding Tax (eWHT) model on 22 July 2026. The 38-page document summarises stakeholder feedback on how a digital pay-as-you-go tax will apply to non-resident contractors, short-term secondees and gig-economy platforms operating in Ireland. Under the preferred option, Irish client companies will have to deduct and remit eWHT at source when paying foreign service providers who spend more than 30 days in the State in any 12-month period. Crucially for global mobility teams, Revenue confirms that days present for work-permit processing, training or EU Presidency meetings will count toward the threshold, even if no Irish tax liability ultimately arises. A real-time portal – slated to go live in 2028 – will generate certificates that contractors can present at border checks and to social-insurance authorities in their home country, reducing double-taxation risk. The report signals a paradigm shift: tax clearance will migrate from annual returns to transaction-level compliance, mirroring the real-time payroll regime already in place for employees. Multinationals using rotational engineers or short-term advisers will need to build eWHT capture into travel-approval workflows, or risk penalties of up to €4,000 per undisclosed engagement. Small suppliers, especially UK LLPs that rely on Common Travel Area access, will face new administrative friction and may seek local payroll agents. Revenue also proposes reciprocal data-matching with immigration authorities. Once implemented, the system could automatically flag overstays of the 90-day visa-waiver programme and trigger warnings before contractors breach the 183-day residence test. Business groups welcome the clarity but warn that the two-year lead-in must be used to align rules with OECD model treaty provisions. A public technical workshop is scheduled for October 2026. Companies should start mapping contractor populations and engaging payroll providers now, as the consultation hints that pilot reporting could begin as early as Q3 2027.
