Radio Nacional de España reported on the morning of 24 July that all nine autonomous communities governed by the Partido Popular refused to attend the sectorial conference on immigration called by the central government. Regional officials described Madrid’s policy as “irresponsible”, citing in particular the extraordinary regularisation and the redistribution of boat migrants from the Canary Islands to mainland shelters. Their absence prevented the forum from approving a new quota system for state-funded migrant-integration projects. The standoff comes at a delicate time: many municipalities are about to reopen language and training programmes for the September term and rely on central money channelled through the regions. For employers, the political impasse risks delaying grants that co-finance vocational Spanish courses often taken by newly regularised staff. Relocation managers should check whether local programmes will start on time or whether private providers will be needed. The government says it will re-convene the conference in early August and, if necessary, approve the funding by Royal Decree. PP presidents, for their part, threaten to challenge any unilateral decision in the Constitutional Court—setting the stage for further uncertainty. Analysts note that immigration is becoming a frontline issue ahead of the 2027 general election, with regional executives seeking greater say over reception and integration competences.
