Immigration, Refugees and Citizenship Canada has updated stakeholders on its multi-year Digital Platform Modernisation (DPM) program, releasing fresh details on July 27 about upcoming milestones that will reshape how Canada processes visas, permits and passports. The report confirms that Phase 1—focused on a unified client account—is already live for visitor visas and a pilot group of passport renewals, with a broader roll-out planned for Express Entry applicants later this fiscal year. Phase 2, now under development, centres on a new case-management backbone that will automate ‘clear-cut’ files and embed advanced analytics to support risk-based decision making. Why it matters: Canada processed nearly 7 million temporary and permanent resident applications last year. Ageing legacy systems have contributed to inventory backlogs topping 1.5 million files. By migrating to modern cloud-based architecture, IRCC expects to cut processing times, reduce outages and give policymakers the agility to tweak programs—such as category-based Express Entry draws—without months of re-coding. For global mobility teams the implications are two-fold. First, clients will eventually access all IRCC services through a single portal, simplifying tracking and document uploads. Second, greater automation could accelerate routine work-permit extensions and visitor records, allowing employers to keep assignees on payroll with fewer interruptions. However, the department cautions that complex or high-risk cases will still require officer review. IRCC says the next 12 months will prioritise scaling the online account, launching a new Expression of Interest system for Express Entry and expanding digital visa pilots—all steps that signal Canada’s ambition to become a fully digital-first immigration jurisdiction.
