The latest influx comes at the height of the summer migration season and just weeks after the European Union’s Entry/Exit System (EES) became mandatory at all external Schengen borders, including the Ceuta land fence. Officers say the need to register each third-country national’s biometrics is slowing procedures and creating backlogs that smugglers exploit. Human-rights NGOs counter that the surge reflects pent-up pressure from Morocco’s northern Rif region, where unemployment has climbed above 30 % this year.
