September 14 marked the final day of Canada’s Remote-Area Border Crossing (RABC) permit, a CANPASS-style document that for decades allowed residents and anglers to enter northern Ontario and the Northwest Angle region of Manitoba without stopping at a staffed port of entry. Travellers crossing after this date must either report in person or use one of the Canada Border Services Agency’s newly-designated Telephone Reporting Sites (TRS). The shift is part of a broader modernisation drive that will see all remaining RABC traffic transition to phone reporting by December 1, 2026. CBSA says the change will improve “safety and security” while giving the agency real-time insight into low-volume crossings that previously relied on annual permits issued by mail. For business aviation operators, fishing-tour outfitters and indigenous communities straddling the border, the end of the RABC means new operational steps. Captains must call the Telephone Reporting Centre immediately upon arrival, provide passenger manifests, and remain aboard until authorised to disembark. Failure to do so could result in fines up to C$3,000 per person. Employers that use floatplanes or small craft to shuttle personnel between Minnesota or Lake of the Woods worksites and Canada should brief travel managers on the new process and confirm that satellite phones or cellular coverage are available in remote landing zones. CBSA is soliciting feedback on where additional TRS phones should be installed; comments are open until October 31. While the telephone system streamlines paperwork—no more annual forms or passport photocopies—it removes the predictability of a blanket permit, making real-time compliance a must-have element of cross-border policy manuals.
